CIBed CPMenuItem loading glitches

A CPMenuItem extracted from a CIB file has the following two oddities:
1) Unlike those created programatically, CPMenuItems extracted from the CIB file do not respond to single-clicks; opening the menu requires dragging below the bottom of the menu bar.
2) Submenus extracted from a CIB file do not show their state,
even if an item in the menu has a state other than off.

The problem is evident in a comparison between the Tool and
Thickness menus. The former is imported from the CIB file, while
the latter is created programatically. The source XIB file has the
Hand tool in the On state.
This behavior was present in both Webkit Nightly under OS X and Firefox 3 under Debian.
