Fixes #1666: since 5763ebd extremely slow double clicks would be accepted.

CPEvent timestamp is now in seconds so the double click delay has to be adjusted. Also slightly increased double click interval to account for lower precision. https://github.com/cappuccino/cappuccino/commit/2355b7a38b8c4c5c768...
